L’Université Saint-Louis – Bruxelles (USL-B) opens a post-doc researcher grant of three years in the framework of the PDR FRS-FNRS research project “Youth goals in Earth politics”

 Position and eligibility

The position will open on the 1st of June 2021. It is a full-time three-year research grant. Amandine Orsini, promoter of the “Youth goals in Earth politics” project will supervise the post-doc.

Candidates must have been granted, at the time of recruitment, a PhD in Political Sciences, obtained less than 6 years ago (with one-year extension for each maternity period or adoption). They will have to be in a situation of “international research mobility” and will, therefore, receive a tax-exempt grant, that gives access to social security rights. To be in a situation of “international research mobility”, the candidate will not have resided or exercised his/her main activity (job, studies) in Belgium for more than 24 months during the last 3 years that immediately precede the start of the post-doc researcher grant.

The “Youth goals in Earth politics” project and perspectives at USL-B

The FRS-FNRS project “Youth goals in Earth politics” is an innovative project of 4 years, from January 2021 to December 2024. It aims precisely at exploring beyond the limits of today’s research by uncovering, assessing and explaining the conditions under which youth become actors in their own rights and change the political game. To do so, the project revolves around three research questions: (i) How is youth represented in global environmental politics? (ii) What are the priorities of youth actors and their potential for change? (iii) Under which conditions do they turn these priorities into influence on the political game? The project will develop a comparative and empirically grounded perspective backed by innovative mixed methods, producing among others a comprehensive database of all youth actors in three global environmental politics priority domains (climate change, biodiversity and overarching architecture) and detailed case studies of their actions. By taking youth actors and their complexity and diversity as salient analysers of global crises, the project will lead to a revision of our understanding of the potential for change lying in the young generation.

The project unfolds in three steps: (i) an inventory of youth participation in the international negotiations on climate change (United Nations Framework Convention on Climate Change), biodiversity (Convention on biological diversity), and overarching architecture (High Level Political Forum on Sustainable Development) since 1992, and assessment of their autonomy (analysis of resources and network analysis); (ii) the analysis of the discourses of about 20 youth actors involved in these processes (lexicometry, interviews) ;  (iii) an analysis of the influence of these actors on negotiation processes (participatory observations during the  conferences of parties to the corresponding negotiations: COP28 climate; COP16 biodiversity; HLPFSD12).

The USL-B offers a stable, internationalized, research environment, recognising the importance of a good work/life balance, and is located at the heart of Brussels. The project includes a section specifically dedicated to the training of the post-doc, as well as numerous financial resources for computer facilities, software, publication costs, research stays, etc.

What the post-doc research will be about

Thanks to her/his competences and the available resources, the recruited person will:

  • produce a synthesis of the available scientific literature and documentation on youth as political actors and on international environmental politics;
  • actively participate in each of the three research steps of the project: for the construction of the database, resources’ analysis, network analysis, discourse analysis and participatory observation.
  • work closely together with the promotor of the project while interacting with a team of senior and junior researchers;
  • actively participate in and organize team meetings, seminars and workshops in the framework of the research project;
  • disseminate the results of the project through, among others, journal articles, communications, conferences, press/blog articles, public interventions, etc.

 Profile of the candidate

Candidates for this application will demonstrate an interest and specific competences for the research steps and the topic of the project “Youth goals in Earth politics”. Candidates will also demonstrate a sensibility to interdisciplinarity and experience in integrating their research in a collective dynamic, the promotor being as attentive to the scientific quality of the project as to its human dimension, that implies a regular presence at USL-B.

Candidates will also:

  • have a strong scientific background, with competences in research in an international environment;
  • show competences to work within a team;
  • have experience in organizing seminars and conferences;
  • have experience in the research methods used for the project, i.e. social network analysis and/or discourse analyse and/or participatory observations at international meetings.
  • be highly proficient in spoken and written English (knowing French is an asset).

En Belgique, la fonction consultative est un élément inhérent à la prise de décision politique. Rassemblant les interlocuteurs sociaux (organisations patronales et syndicales) et éventuellement diverses organisations de la société civile (désignées selon la thématique concernée), elle a pour objectif d’associer ceux-ci aux processus décisionnels dans une série de domaines, à commencer par les matières économiques et sociales. (…) La fonction consultative wallonne a récemment connu une importante réforme. (…) Dès lors, elle est remise en cause par divers acteurs politiques et organisations de la société civile.

About us

The Research Centre in Political Science (CReSPo) of Université Saint-Louis – Bruxelles has been founded in late 2001. Its first director, Olivier Paye, quickly developed the CReSPo into a centre of excellence on public policy analysis. The centre’s research activities have gradually diversified, progressively covering fields such as political participation, Europeanization, international relations, peace studies, or social policies.

The CReSPo is currently led by Amandine Orsini and composed of twenty members. It regularly organizes seminars and conferences, and contribute to several belgian and international research networks.

  • 15.03.17 – Gilles Biaumet is the coach for our interuniversity Master in Human rights’ team at the Belgian Red Cross international and humanitarian law contest. 
    Claire Deveux et Léa Layachi will defend the Master’s title and impersonate the International Criminal Court’s Office of the Prosecutor in this moot court competition. Gilles Biaumet has been coaching the team since September to complete, first, the written submissions, and then to prepare for the oral plea.

    IEE and CReSPo are pleased to announce that the interdisciplinary programme « EU Environmental Policies and Law (POLLEN) » has been awarded a Jean Monnet Module by the European Commission, a renowned prize in EU studies. POLLEN’s main scope is excellence-in-teaching in EU Studies. It aims to equip students and professionals with a rigorous knowledge, helping them bolster their career prospects and grasp the environmental challenges that Europe faces today.

    Gilles Biaumet publishes the article « The sentinel and the rebel. Multi-choice policing in Burundi and the state-centered approach of security sector reform » in Crime, Law and Social Change.
    Abstract : This article seeks to develop a back-to-back approach to the notions of ‘security governance’ and ‘security sector reform’. It draws on two small-scale grassroots policing arrangements in Burundi, arguably falling out-of-scope of state management, to question the notion of ‘wide security sector reform’ as promoted by the development aid community. The use of informal sentinels, guarding almost every commercial and domestic buildings in Bujumbura and the reconversion of bandits into guards in the countryside, make both a case for considering the grassroots policing arrangements in Burundi as blind spots of security sector reform.

  • 26.07.16 – New publication of CReSPo – Amandine Orsini.
    Jean-Frédéric Morin, Sélim Louafi, Mohamed Oubenal & Amandine Orsini publish the article « Boundary organizations in regime complexes: a social network profile of IPBES » in the Journal of International Relations and Development.
    Abstract : Regime complexes are arrays of institutions with partially overlapping mandates and memberships. As tensions frequently arise among these institutions, there is a growing interest geared to finding strategies to reduce them. Insights from regime theory, science and technology studies, and social network analysis support the claim that “boundary organizations”—a type of organization until now overlooked in International Relations—can reduce tensions within regime complexes by generating credible, legitimate, and salient knowledge, provided that their internal networks balance multiple knowledge dimensions. Building on this argument, this article offers an ex ante assessment of the recently created International Platform on Biodiversity and Ecosystem Services (IPBES). Results from our network analysis of IPBES point to clear improvements compared with similar organizations, although major deficiencies remain. The contribution of this article is threefold. Methodologically, it introduces new conceptual and technical tools to assess the “social representativeness” of international organizations. Theoretically, it supports the claim that international organizations are penetrated by transnational networks and, consequently, that the proliferation of institutions tends to reproduce structural imbalances. Normatively, it argues that a revision of nomination processes could improve the ability of boundary organizations to generate salient, credible, and legitimate knowledge.

  • 01.07.16 – New publication of CReSPo – Ludivine Damay & Heidi Mercenier. 
    Ludivine Damay and Heidi Mercenier publish in the Journal of European Public Policy (JEPP) the article « Free movement and EU citizenship: a virtuous circle?« .
    Abstract: The year 2013 was officially declared the European Year of Citizens (EYC) in the European Union (EU). Through this event, the European Commission (EC) reiterates a virtuous circle’ – between citizenship, free movement and a sense of belonging – able to bring citizens closer to the EU. This contribution shows how this virtuous circle’ tends to translate into a tunnel vision’ that reduces citizenship to free movement. Through the analysis of EC discourses, of the literature on movers’ and stayers, and of focus groups with young people from Brussels, we suggest to expand the understanding of free movement and its effects. Overall, this contribution proposes to re-evaluate the scope of the virtuous circle’ by considering that the stayers’ are also EU citizens, that free movement is not indisputably an attractive right, and that the movers do not unquestionably feel attached to the EU as a result of their mobility.

    Youri Lou Vertongen and Gregory Mauze publish their article « Les sans-papiers de la CSC, une tentative concrète de convergence des luttes » in the June issue of démocratie. They discuss a five-month ethnographic research on the « Comité des Travailleurs Sans-papiers de la CSC » (Sept 15 – Jan 16).   • 09.03.15 – Heidi Mercenier leaves for a research stay in Oslo.
    Heidi Mercenier, PhD student at CReSPo and IEE, leaves for a 3-month period for research purposes from March until June 2015 to the ARENA research centre of Oslo University, which focuses on European issues.
  • 04.03.15 – Francqui Chair 2015 “Human Rights and Politics”.
    Justine Lacroix, this year’s tenure holder of the Francqui Chair at Université Saint Louis – Bruxelles, held her inaugural lecture in a crowded teaching theater. Professor of political science at the Université Libre de Bruxelles, where she is also director of the Centre on Political Theory, Justine Lacroix distinguished herself for her work on theoretical and normative issues related to the building of Europe. Her recent research funded by the European Research Council, focuses on Human Rights’ critiques. These are the core of her six lectures for the Francqui Chair. She specifically addresses issues such as critiques’ pluralism of Human Rights and the current political need of seriously facing these critiques in order to address them. The authorities of Saint-Louis, the chancellor of ULB Didier Viviers, several professors, external academics, researchers and students of different faculties of Saint-Louis took part to the inaugural class. The CReSPo members are proud of the success of the event that honours a leading figure of the discipline. The 5 other lectures were given within Florence Delmotte’s course on Political Theories and were open to the public.
    The Chair was held from March 10th to April 21st.

  • 02.03.15 – Youri Lou Vertongen published in the latest issue of Politique.
    The March-April issue of Politique focused on social mobilisation in Belgium. Youri Lou Vertongen, published an article entitled “Sans-papiers: de la régularisation par le travail à la « biolégitimité » (Illegal migrants: from working regularisation to «biolegitimity »)” which analyses the regularisation campaigns of illegal migrants between 1974 and 2009.

  • 04.02.15 – Anne Guisset, Emmanuel Klimis and Youri Lou Vertongen took part in the 6th International Congress of the French-speaking Associations of Political Science.
    The international Congress “Discipline(s) and indiscipline(s)” was held on 5th – 7th February 2015 in Lausanne, at the Institute of political and International Studies. Youri Lou Vertongen presented along with Martin Deleixhe (KUL) a paper on “The reproduction of borders in the mobilisation of illegal immigrants”. Anne Guisset’s speech addressed the regional and/or local groups of interests’ representation strategies at a European level within the framework of the reformed Common Agricultural Policy. Emmanuel Klimis organised along with Sami Makki (EHESS) and Mélanie Cambrezy (Université de Montréal) a section entitled “Social Sciences tested by experts of development and international security”. With Geoffroy Matagne (ULg) and Sidney Leclercq (ULB/UCL), he will address the issue of “Political Risks and Risk Policy in the cooperation with fragile states”.
  • 29.01.15 – Claire Lafon participates at  “Women and Health”.
    This meeting was organised by the group “Women, teaching, research at the University of Liège”. Claire Lafon addressed the issue of the Europeanisation of pro-choice struggles facing the rise of conservatism, by studying the actions of the European Women’s Lobby with regards to the Spanish and Irish governments.

  • 13.01.15 – Denis Duez is interviewed on RTL TVI news about the measures proposed by the Michel government to fight radicalisation.
    In the aftermath of Paris’ attacks, the government of Charles Michel hastily suggested measures to boost the legislative framework regarding terrorism and radicalisation. The proposed measures focus on a revision of judiciary framework for wiretappings, the removal of Belgian citizenship in case of affiliation with terrorism, the removal of Belgian ID for individuals suspected of  to become foreign fighters, while for those who already are fighting, an asset freezing and criminal charges are planned.

  • 01.12.14 – Conference-Debate “Business and Human rights’ violations: concerns and limits of business social responsibility”
    Several cases show the importance and weight of economic actors regarding Human Rights : the disaster of the Union Carbide in Bhopal, India in 1984; the partnership of Total with the Birman regime and also the collapse of Rana Plaza in Bangladesh in 2013; are only some of numerous examples. These were highly publicized by large media coverage and became sadly famous for their dramatic  nature and because of the outrage they set off. Certainly ethic issues in the economic world are not a new topic of discussion. The idea of social responsibilities for business has become increasingly important in recent years not only within the firms themselves, but also for the general public and through international normative tools. If awareness and normative tools evolve, will they be sufficient to protect individual rights? Will these principles and norms reach economic actors, getting them to be more responsible? How to understand and evaluate enterprises’ voluntary practices with regards to social responsibility? What role do States play? Will they take part to the protection of Human Rights or to the violations perpetrated by enterprises? What is the role of NGOs in this new awareness and normative evolution? What are their strategies to reinforce the effectiveness of these principles? How do negotiations take place to make these norms of protection surface? To address all these questions, the CReSPo welcomes:

  • 26.11.14 – Screening of the documentary La langue à terre and debate.
    The Language Sciences Seminar (SeSLa) and CReSPo organize the screening of this political documentary directed by Jean-Pierre Roy and Michel Breton, on the progressive usage of English in Montreal, Quebec and to a certain extent in France.   • 24.11.14 – Amandine Orsini publishes a book on European Union and International Organisations
    Since its birth, European Union has either been an active player in the activities of other international organizations (IO), or it has been working with them. However, very few information is available on the meaning of this long-term engagement with IOs when studied from International Relations and European studies perspectives.
    Why is the EU involved on the long-term with IOs? How? What is the impact? These three main research questions are addressed in this innovative book with the goal of exploring EU’s interaction with IOs.

  • 17.10.14 – New publication of Yannick Vanderborght : Basic income in Japan.
    Co-edited by Yannick Vanderborght and Toru Yamamouri, this edited book presents, for the first time in English, the updated state of research, in Japan, on basic income. In 15 chapters, the publication develops different aspects of the debate in this area of research but it also focuses broadly on the reforms of the Japanese social welfare system. The work is prefaced by Ronald Dore, one of the most renowned experts of Japanese economy.

  • 16.10-17.10.14 – Claire Lafon’s intervention in the symposium “Women and networks in modern and contemporary societies – realities and representations”.
    This meeting was organised by the Research Centre on Modern and Contemporary Worlds (CEMMC) based at the Université Michel de Montaigne – Bordeaux 3, as part of the research area “women’s network, networked women”. The symposium aims at developing research on women’s role in political, professional, religious and cultural networks. Claire Lafon discussed “The benefits of network mobilisation for feminists. A case study of activists in the European Women’s Lobby from the 1980s to nowadays”.
  • 08.10-09.10.14 – Workshop days “Sustainable neighbourhoods in Brussels: a new way of living?” Focus on the Tivoli case

    , Florence Delmotte and Olivier Paye took part to this two-day workshop co-organised by IRIB and CReSPo. After more than a year since its creation, the group “Sustainable Neighbourhood” (mainly composed of researchers in sociology, political science and town planning and architecture) presented the results of their work and discussed it with the actors involved in the Tivoli project and with those involved in sustainable neighborhoods : regional and local administrations, regional and local associations, resident committees, architecture offices and political representatives. These workshop days are also intended to confront the lessons learned by analysing the Tivoli case in comparison to other cases.

  • 08.10.14 – Publication of the handbook Fondements de science politique by Olivier Paye.
    This handbook was co-authored by almost every Professors who have been giving introductory lectures in Political Science within the French Community Universities in Belgium in 2011-2012. This publication primarily focuses on creating a common learning tool. The handbook also aims at being used outside of academia and addresses cases beyond the Belgian experience.

  • 18 September 2014 – Newcomers at CReSPo.
    This year, CReSPo is growing and welcomes 4 new members. Youri Lou Vertongen and Anne Guisset are both assistants/researchers, Nicolas Arens is a F.R.S-F.N.R.S researcher at the IEE and at CReSPo and finally, Yves Montouroy is replacing Amandine Orsini for the first semester.   • 15 September 2014 – Catherine Xhardez and Dave Sinardet both publish one article in the new issue of the review Outre-Terre.
    Outre-Terre, the European review about Geopolitics, has gathered contributions from about twenty Belgian and foreign academics, observers and political actors to make a special issue dedicated to Belgium. Two CReSPo members are involved in it : Dave Sinardet and Catherine Xhardez with « The different roads of integration on a new land of immigrants » (« Les différentes routes de l’intégration sur une nouvelle terre d’immigration »).   • 14 August 2014 – New publication of Michaël Maira in La Revue Nouvelle.
    In the August 2014 issue, Michaël Maira published an article entitled « No precarious Europeans » (« Pas d’Européens précarisés »). It deals with the following issue : The European citizenship has extanded a range of socio-economical rights, initially reserved to working migrants only, to non economically active migrants. This evolution allowed every European citizen living in Belgium to benefit from its welfare system. Economically active or not, the European citizen benefit from it as soon as he/she has financial ressources making him/her no unreasonable load for the Belgian public finances. The Belgian authorities’ interpration of this ressources based condition lead them to deprive a growing number of European citizens of their rights of residence. These pratictes raise several questions related to citizen equality. They also force a choice between an individual and restrictive management of precarity or the construction of a common welfare system.

  • 18 July 2014 New publication of Denis Duez.
    Denis Duez published early in July the chapter « A Community of borders, borders of the community. The EU’s integrated border management strategy» of the collective work entitled « Borders, Fences and Wlls. State of Insecurity ? » edited by Elisabeth Valle (Ashgate, 2014). He comments on the links between the European Union borders control policy and the construction of a European political community. In doing so, he continues the reflexion that began several years ago about the links between immigration, borders and letigimity in Europe. This publication is part of the ARC « Why Regulate ?     Two CReSPo members published an article in the 189th issue of La Revue Nouvelle (June-July 2014) dedicated to migrations and social struggles. Florence Delmotte has written an article entitled « Faces, figures, making the invisible visible » (« Des visages, des figures, rendre visible l’invisible ») and Denis Duez’s article is entitled « Europe obsessed with her borders. Political production of the clandestinity » (« L’Europe obsédée par ses frontières. Production politique des clandestinités »).
  • 20 June 2014 – New publication of Philippe Perchoc.
    Associated researcher at CReSPo, Philippe Perchoc recently published a book entitled « European correspondences » published by the Presses universitaire de Louvain (PUL). After the exhaustion of the discourses about peace and prosperity, the reason of Europe is the one that will be given by millions of Europeans. Therefore, we have to explore together a Europe where institutions are a mean and not a end but stay open to discoveries, be attentive to stories and criticize common ideas. More info : click here

    Olivier Paye, Denis Duez and Christophe Verdure collaborated for the publication of a collective work « Europeanisation. Human Sciences and new issues » in the « Ideas of Europe » collection of the editions Bruylant (« Idées d’Europe »). This work ends the ARC project « Europeanisation of law, public action and social norms » (« Européanisation du droit, de l’action publique et des normes sociales ») and gathers articles from several CReSPo members such as Amandine Orsini, Michaël Maira, Florence Delmotte and Rocco Bellanova.     Ludivine Damay recently published the results of a research on the RER in Brussels Studies. The article is available online (www.brusselsstudies.be), several press articles echo it too. In a historical perspective, Ludivine’s article depicts the tensions and rivalries at the heart of the RER.
  • 6 February 2014 – Publication of a « Feminism Glossary » co-directed by Claire Lafon.
    The « Feminism Glossary » (« Glossaire du féminisme »), edited by Le bord de l’Eau and co-directed by Viviane Teitelbaum and Claire Lafon clarifies some basic concepts such as diversity, equality, emancipation, domination, partiarchy, masculinism to reach a broad, plural but universal definition of the current feminism. No, feminism isn’t an insult. If it still faces ordinary sexism, it is not a synonym of hystery or anger. This book clarifies and updates definitions allowing everyone, especially among the younger generaltions, to reclaim a egalitarian ideal.
  • 30 January 2014 – Publication of Catherine Xhardez on the integration pathway in Brussels, Flanders and Wallonia.
    In the last issue of the Agenda Interculturel (n°319) about « Forced citizenship » (« Citoyenneté obligée »), Catherine Xhardez published an article entitled « Integration pathway between support and summon » (« Parcours d’intégration entre soutien et sommation »).     In the context of the Project Interuniversitaire Ciblé (PIC) entitled « Regional research network for peace construction in the Great Lakes region » (« Réseau régional de recherche pour la construction de la paix dans la région des Grands Lacs »), supported by the CUD, Phd Student Eric Nsanzubuhoro Ndushabandi has successfully defended his thesis on Wednesday October 2nd.   • 8 March 2013Anne-Alexandra Fournier, PhD student at CReSPo, published a paper in the March 2013 issue of the Revue Nouvelle in which she focuses on the urban violence events of early 2013 in Belfast, Northern Ireland. These events were related to the withdrawal of the British flag from the pediment of the town hall. This  so-called « flag protest » crystallizes community tensions in the province and highlights more than ever the difficulty in achieving social peace in Northern Ireland.
  • 5 March 2013Amandine Orsini and Daniel Compagnon (Sciences Po Bordeaux) just published an article on negotiating strategies in international biodiversity negotiations (biosafety and genetic resources). While negotiations are often described as games of bargaining between powerful states, their study highlights the importance of deliberation dynamics and challenges the established order.

  • 21-22-23 February 2013 – The Council of Europe organizes in Strasbourg an international conference on « Poverty and inequality in societies of human rights: the paradox of democracies. Proposals for an inclusive society « . Yannick Vanderborght participated in the preparation of the conference and will conduct one session on access to financial resources and economic security.

  • 14 February 2013 – The third issue of Human Figurations: Long-term Perspectives on the Human Condition has been published.  Human Figurations is a new journal supported and sponsored by the Norbert Elias Foundation. Human Figurations publishes researches and discussions focusing on long-term social processes. The first volume was dedicated to international relations inspired by sociological processes; this new issue provides an overview of the fertility of a socio-historical approach based on Elias’ heritage.
    Cambio. Rivista sulle Trasformazioni socialization. Note the release of the fourth issue of this other young review also marked by the historical approach and the sociology of configurations. This journal is devoted to the process of social integration and social cohesion in Europe.
  • February 2013 – CReSPo member Benjamin Denis has published in the Revue Nouvelle an article on “Doha. Négociations climat : la traversée du désert continue” (p.7, Jan-Feb 2013).
  • 1 February 2013 – CReSPo researcher Manu Klimis edits with the NGO RCN Justice & Démocratie a book on models of « transitional justice », the process of rebuilding formal and informal justice mechanisms established after decades of violence and armed conflict in Burundi. The book is accompanied by a DVD that can be used as a teaching aid on this key question: how (re)live together after a violent conflict?
  • January 2013 – Dr. Christophe Wasinski joins  the CReSPo in January 2013 to teach international relations’ seminars. He’s also lecturer at the Université Libre de Bruxelles and invited lecturer at the Université Catholique de Louvain and at the Institut d’Etudes Politiques de Lille. His researches focus on strategic discourses and contemporary war practices.
