Jeroen Joly est professeur du cours de Geopolitics à l’UCLouvain – Saint-Louis Bruxelles et chargé de cours en World Politics à l’École Royale Militaire (ERM). Il est également chercheur associé au groupe de recherche M2P (Movements, Media and Politics) de l’Université d’Anvers.
Ses recherches portent sur les dynamiques, les moteurs et les freins au changement en politique internationale et en politique étrangère. Il dirige le Centre d’Analyse de la Politique Étrangère (CFPA) à l’ERM, où il mène des projets de recherche sur les déterminants des dépenses de défense (MISTIC) ainsi que sur l’opinion publique et la désinformation (BEL-POP).
Ses études antérieures ont examiné l’impact des médias, des partis politiques et de l’idéologie sur les changements de politique en matière de coopération au développement et de dépenses de défense. Ces travaux ont été publiés, entre autres, dans Political Communication, Cooperation and Conflict et Policy Studies Journal. Il a également coédité, avec Tim Haesebrouck (UGent), un ouvrage intitulé Foreign Policy Change in Europe Since 1991.
Titulaire d’un doctorat de l’Université d’Anvers, il a occupé des postes postdoctoraux à McGill, à l’Université de Toronto et à l’Université de Gand. De 2020 à 2024, il a également été chef de l’unité de contrôle interne et de communication à la Direction générale Coopération au développement et Aide humanitaire (DGD) du ministère belge des Affaires étrangères.

Jeroen Joly is lecturer in Geopolitics at UCLouvain – Saint-Louis Brussels and in World Politics at the Royal Military Academy. He is also associated researcher at the Movements, Media and Politics (M2P) Research group at the University of Antwerp.
His research focuses on the dynamics, drivers and inhibitors of change in international politics and in foreign policy. He is head of the Center for Foreign Policy Analysis (CFPA) at the RMA where he leads research projects on the determinants of defense spending (MISTIC) and on public opinion and disinformation (BEL-POP).
His past work examined the role of media, political parties and ideology on policy changes in development cooperation and defense spending, and has been published in Political Communication, Cooperation and Conflict and Policy Studies Journal, among others. He has also co-edited a book on Foreign Policy Change in Europe Since 1991 with Tim Haesebrouck (UGent).
He holds a PhD from the University of Antwerp and has previously held postdoctoral positions at McGill, the University of Toronto and Ghent University. From 2020 – 2024 he also served as head of unit of internal control and communication at the Directorate-general for Development Cooperation and Humanitarian Aid (DGD) of the Belgian Ministry of Foreign Affairs.
